There is authorized to be appropriated $20,000,000,000, to remain available until expended, of which— $5,000,000,000 shall be for the Healthy Homes Initiative, pursuant to sections 501 and 502 of the Housing and Urban Development Act of 1970; and the remainder shall be for the Lead Hazard Reduction program of the Secretary, as authorized by section 1011 of the Residential Lead-Based Paint Hazard Reduction Act of 1992, except that not less than $8,000,000,000 of such amount shall be for the award of grants to areas with the highest lead-based paint abatement needs.
