Of the amount available under section 2, the Secretary of Labor shall reserve— not more than 5 percent to carry out innovation and learning activities under section 9; not more than 5 percent for the costs of Federal administration of this Act; and not more than 2 percent to carry out evaluations under section 10. Of the amount made available under section 2 and not reserved under subsection (a), the Secretary of Labor shall use— 30 percent of such amount to carry out section 4; 35 percent of such amount to carry out section 5; and 35 percent of such amount to carry out section 6.
