Not later than 270 days after the date of enactment of this Act, the working group shall submit to the Attorney General, the Committees on the Judiciary of the House of Representatives and the Senate, and the Committees on Appropriations of the House of Representatives and the Senate, a report, which shall contain a detailed statement of the findings and conclusions of the working group, together with its recommendations for a pilot program.
