Section 279 of the Trade Act of 1974 (as redesignated by section 301) is amended— by redesignating subsection
(e)as subsection (f); and by inserting after subsection
(d)the following: Upon receipt of a grant proposal from an eligible institution seeking to receive a grant under this section, the Secretary shall notify the Secretary of Commerce that such grant proposal has been received for purposes of assisting an eligible community (as such term is defined in section 271) in which such institution is located in applying for a grant under section 274. .
