Chapter 3 of title II of the Trade Act of 1974 ( 19 U.S.C. 2341 et seq. ) is amended by adding at the end the following: The Secretary shall develop a plan to provide outreach to firms that may be eligible for adjustment assistance under this chapter. The plan required by paragraph
(1)shall include the following: Outreach to the United States International Trade Commission and to such firms in industries with increased imports identified in the Commission’s annual report regarding the operation of the trade agreements program under section 163(c). Outreach to such firms in the service sector. Coordination with the Small Business Administration to identify such firms that are small businesses. Outreach to such firms that are minority- or women-owned firms. Outreach to such firms that employ a majority or a substantial percentage of workers from underserved communities. The Secretary shall update the plan required under this section on an annual basis. The Secretary shall submit the plan and each update to the plan required under this section to Congress. .
