The Administrator shall establish a Climate Change Insular Research Grant Program to provide grants to institutions of higher education in Insular Areas for monitoring, collecting, synthesizing, analyzing, and publishing local climate change data. There is authorized to be appropriated to the Administrator to carry out this section $5,000,000 for each of fiscal years 2022 through 2026.
