Section 2(c)(1) of the Act of August 11, 1939 ( 15 U.S.C. 713c–3(c)(1) ), entitled An Act to authorize the Federal Surplus Commodities Corporation to purchase and distribute surplus products of the fishing industry , is amended to read as follows: The Secretary shall make grants from the fund established under subsection
(b)to— assist persons in carrying out research and development projects addressed to any aspect of United States marine fisheries, including harvesting, processing, packaging, marketing, and associated infrastructures; or assist persons to market and promote the consumption of— local or domestic marine fishery products; environmentally and climate-friendly marine fishery products that minimize and employ efforts to avoid bycatch and impacts on marine mammals; invasive species; or well-managed but less known species. .
