In this Act: The term Administrator means the Secretary of Commerce, acting through the Administrator of the National Oceanic and Atmospheric Administration. The term Exclusive Economic Zone means the zone established by Proclamation Numbered 5030, dated March 10, 1983. The term Indian Tribe has the meaning given such term in section 4 of the Indian Self-Determination and Education Assistance Act ( 25 U.S.C. 5304 ). The term institution of higher education has the meaning given such term in section 101(a) of the Higher Education Act of 1965 ( 20 U.S.C. 1001(a) ).
The term National Academies means the National Academies of Science, Engineering, and Medicine. The term State means each of the several States, the District of Columbia, and the United States Territories of American Samoa, the Commonwealth of the Northern Mariana Islands, Guam, Puerto Rico, and the Virgin Islands of the United States. The term United States means the several States, the District of Columbia, and the United States Territories of American Samoa, the Commonwealth of the Northern Mariana Islands, Guam, Puerto Rico, and the Virgin Islands of the United States.
