In this Act: The terms agency , customer experience , employee engagement , Federal customer , Federal employee , high-impact service provider , and voluntary customer feedback have the meaning given those terms in section 321 of title 5, United States Code, as added by this Act. The term Director means the Director of the Office of Management and Budget. The term propaganda and publicity means information produced and disseminated by an agency that is— self-aggrandizing or seeks to inflate the reputation of an official; a covert communication in which the agency does not disclose that the agency is the source of the communication; or purely partisan in nature.
