Subject to subsection (b), the head of any Executive agency, as defined in section 105 of title 5, United States Code, may exercise the authorities under section 2208 of the Homeland Security Act of 2002 ( 6 U.S.C. 658 ) to the same extent as the Secretary of Homeland Security may exercise such authorities. The Secretary of Homeland Security shall coordinate with the heads of Executive agencies to facilitate the exercise of authorities under subsection (a).
