The President, in coordination with the Department of Commerce, the Environmental Protection Agency, the Department of State, the United States Agency for International Development, the Office of the Director of National Intelligence, the Department of Defense, the Department of Homeland Security, and other relevant agencies, shall collect and maintain data on displacement caused by climate change, including information from— the International Organization for Migration; the United Nations High Commissioner for Refugees;
UNICEF; and other international organizations that are collecting such data. Not later than 180 days after the date of the enactment of this Act and annually thereafter, the President shall submit to the Committee on Foreign Relations of the Senate and the Committee on Foreign Affairs of the House a report that details the collection and analysis of the data described in subsection (a). Each report required under this subsection shall be submitted in unclassified form, but may include a classified annex.
