Section 127 of the Department of the Treasury Appropriations Act, 2019 (title I of division D of Public Law 116–6 ) is amended by inserting before the period at the end the following: , including public improvements in the area around such facility to mitigate traffic impacts caused by the construction and occupancy of the facility .
