There are authorized to be appropriated— for fiscal year 2022— $5,000,000, for the purpose of carrying out title II; $5,000,000, for the purpose of carrying out title III; $5,000,000, for the purpose of carrying out title IV; and $5,000,000, for the purpose of carrying out title V; and for each fiscal year thereafter, for the purpose of carrying out titles II through V, such sums as may be necessary.
