The Under Secretary shall contract with the National Academy of Public Administration to conduct a study examining the feasibility of transferring Marine Protection services to the Department of the Interior. Not later than 180 days after the date of enactment of this Act, the Under Secretary shall submit to Congress a report on the results of the study conducted under subsection (a).
