Congress finds the following: The National Institute of Standards and Technology
(NIST)promotes United States innovation and industrial competitiveness by advancing measurement science, standards and technology in ways that enhance economic security and improve Americans’ quality of life. NIST’s leadership in a broad range of cutting-edge scientific endeavors including but not limited to quantum science and engineering, cybersecurity, biologics, artificial intelligence (AI), machine learning, additive manufacturing, disaster resilience, and international standards development is critical to America’s leadership in the industries of the future. NIST’s role as the Nation’s laboratory for industry is critical to maintaining the economic and national security of the United States.
