Section 308 of the Department of Energy Research and Innovation Act ( 42 U.S.C. 18646 ) is amended by inserting at the end the following: The Secretary shall provide for the construction of a high rigidity spectrometer and a gamma-ray energy tracking array for use at the Facility for Rare Isotope Beams to maximize the capabilities of this facility and advance the understanding of rare nuclear isotopes and the evolution of the cosmos. The Secretary shall provide for an Electron Ion Collider as described in the 2015 Nuclear Science Advisory Committee’s Long Range Plan and endorsed by the report from the National Academies of Science, Engineering, and Medicine report titled An Assessment of U.S.-Based Electron-Ion Collider Science , in order to measure the internal structure of the proton and the nucleus and answer fundamental questions about the nature of visible matter.
The Secretary shall ensure that the facility meets the requirements in the 2015 Long Range Plan, including— at least 70 percent polarized beams of electrons and light ions; ion beams from deuterium to the heaviest nuclei; variable center of mass energy from 20 to 140 GeV; high luminosity of 1033–1034 cm–2s–1; and the possibility of more than one interaction region. The Secretary shall, to the maximum extent practicable, ensure that the start of full operations of the facility under this section occurs before December 31, 2030. .
