Sec. 6. Determination relating to crimes against humanity or genocide in the Xinjiang Uyghur Autonomous Region

Not later than 90 days after the date of the enactment of this Act, the Secretary of State shall— determine if the practice of forced labor or other crimes against Uyghurs, Kazakhs, Kyrgyz, and members of other Muslim minority groups in the Xinjiang Uyghur Autonomous Region of China can be considered systematic and widespread and therefore constitutes crimes against humanity or constitutes genocide as defined in subsection
(a)of section 1091 of title 18, United States Code; and submit to the appropriate congressional committees and make available to the public a report that contains such determination. The report required by subsection (a)— shall be submitted in unclassified form but may include a classified annex, if necessary; and may be included in the report required by section 7.
