The Election Assistance Commission shall conduct a study on the 2020 elections and compile a list of recommendations to— help States transitioning to vote-by-mail procedures; and improve their current vote-by-mail systems. Not later than January 1, 2022, the Election Assistance Commission shall submit to Congress a report on the study conducted under subsection (a).
