Sec. 5003. Enforcement of allocations, aggregates, and other levels

During each of fiscal years 2020 through 2029, it shall not be in order in the Senate to consider any bill, joint resolution, motion, amendment, amendment between the Houses, or conference report that would cause the amount of new budget authority, outlays, or deficits to be more than, or would cause the amount of revenues to be less than, the amount set forth under any allocation, aggregate, or other level established under this resolution. Subsection
(a)may be waived or suspended in the Senate only by an affirmative vote of five-eighths of the Members, duly chosen and sworn. An affirmative vote of five-eighths of the Members of the Senate, duly chosen and sworn, shall be required to sustain an appeal of the ruling of the Chair on a point of order raised under subsection (a).
