Section 3 of the Congressional Budget and Impoundment Control Act of 1974 ( 2 U.S.C. 622 ) is amended— in paragraph (4), by striking for a fiscal year each place it appears and inserting for a biennium ; and by adding at the end the following new paragraphs: The term direct spending has the meaning given to such term in section 250(c)(8) of the Balanced Budget and Emergency Deficit Control Act of 1985. The term biennium means any period of 2 consecutive fiscal years beginning with an even-numbered fiscal year. The term budget year has the meaning given that term in section 250(c)(12) of the Balanced Budget and Emergency Control Act of 1985. .
