Section 301(8) of the Federal Election Campaign Act of 1971 ( 52 U.S.C. 30101(8) ) is amended by adding at the end the following new subparagraph: For purposes of subparagraph (A)(i) and section 319(a)(1)(A), material, non-public information, including opposition research, intended to be used for the purpose of influencing an election for Federal office as described in subparagraph (A)(i), or in the case of section 319(a)(1)(A), in connection with a Federal, State, or local election, shall be considered a thing of value without regard to whether the information provided has monetary value. .
Section 301(8)(A)(i) of such Act ( 52 U.S.C. 30101(8)(A)(i) ) is amended by inserting the following before the semicolon: (whether in whole or in part, or with the predictable effect of, influencing an election for Federal office) . Section 301(9)(A)(i) of such Act ( 52 U.S.C. 30101(9)(A)(i) ) is amended by inserting the following before the semicolon: (whether in whole or in part, or with the predictable effect of, influencing an election for Federal office) . Section 309(d)(1)(A)(ii) of the such Act ( 52 U.S.C. 30109(d)(1)(A)(ii) ) is amended— by striking $2,000 or more (but less than $25,000) and inserting less than $25,000 ; and by inserting or involving information described in section 301(8)(C), and which has a value that is not ascertainable after during a calendar year .
