In this Act: The term Administrator means the Administrator of the National Oceanic and Atmospheric Administration. The term exclusive economic zone means the zone established by Presidential Proclamation Number 5030, dated March 10, 1983 ( 16 U.S.C. 1453 note; relating to the exclusive economic zone of the United States of America). The term Indian Tribe has the meaning given such term in section 4 of the Indian Self-Determination and Education Assistance Act ( 25 U.S.C. 5304 ).
The term institution of higher education has the meaning given such term in section 101(a) of the Higher Education Act of 1965 ( 20 U.S.C. 1001(a) ). The term National Academies means the National Academies of Sciences, Engineering, and Medicine. The term restorative ocean aquaculture means ocean and coastal propagation of seaweed or shellfish farming that generates positive ecological and social impact. The term State means each of the several States, the District of Columbia, and the United States Territories of American Samoa, the Commonwealth of the Northern Mariana Islands, Guam, Puerto Rico, and the United States Virgin Islands.
The term United States means the States, collectively.
