Not later than 1 year after the date of enactment of this Act, the Comptroller General of the United States shall provide a report to Congress on the timeliness of approval by the Mine Safety and Health Administration of plans, and amendments to such plans, for underground coal mines under the Federal Mine Safety and Health Act of 1977 ( 30 U.S.C. 801 et seq.), including— factors that contribute to any delays in the approval of such plans; and as appropriate, recommendations for improving timeliness of plan review and for achieving prompt decisions regarding such approval.
