The President shall appoint, by and with the advice and consent of the Senate, a Special Envoy to Counter Russian Influence in South and Central Asia, who shall report to the Assistant Secretary of State for South and Central Asian Affairs. The responsibilities for this position shall include— serving as the United States liaison to governments in the region working to deny Russian interference in their respective political systems, economies, and security apparatuses; leading diplomatic efforts to facilitate increased security assistance, in accordance with existing Leahy vetting conditions under law, for those countries intent on discontinuing security assistance from the Russian Federation; serving as a liaison to Department of State officials tasked with implementing section 231 of the Countering America’s Adversaries Through Sanctions Act ( 22 U.S.C. 9525 ) and leading diplomatic efforts to engage with countries in the region on efforts to diminish the sales of Russian weapons to governments in the region; regularly engaging local media in countries in South and Central Asia to counter Russian disinformation efforts; facilitating efforts to increase the presence of the Global Engagement Center in the countries of South and Central Asia; coordinating with United States Chiefs of Mission within the South and Central Asian Affairs Bureau; and providing regular updates and briefs to the Committee on Foreign Relations of the Senate and the Committee of Foreign Affairs of the House of Representatives on United States efforts to counter Russian influence in the region.
