(11)of section 179(d) of title 10, United States Code, as redesignated by section 1651, is further amended to read as follows: As part of the planning, programming, budgeting, and execution process of the National Nuclear Security Administration— providing guidance with respect to the development of the annual budget proposals of the Administration under section 3255 of the National Nuclear Security Administration Act; reviewing the adequacy of such proposals under section 4717 of the Atomic Energy Defense Act; and preparing, coordinating, and approving such proposals, including before such proposals are submitted to— the Secretary of Energy; the Director of the Office of Management and Budget; the President; or Congress (as submitted with the budget of the President under section 1105(a) of title 31). .
