Not later than 180 days after the date of enactment of this Act, the Secretary, in consultation with the heads of all relevant Federal agencies, shall submit to Congress a report on— the barriers to infrastructure and capital improvement projects faced by ports and port authorities; the impact those barriers have on the strategic competitiveness of ports of the United States; and recommendations to reduce those barriers.
