Subject to the availability of appropriations, the Secretary, acting through the Director of the Engineer Research and Development Center, shall carry out research and development activities relating to the use of subsurface drain systems as— a flood risk-reduction measure; or a coastal storm risk-reduction measure. There is authorized to be appropriated to carry out this section $5,000,000, to remain available until expended.
