In carrying out emergency work in an area with respect to which the President has declared a major disaster under section 401 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act ( 42 U.S.C. 5170 ), the Secretary shall, in competitive acquisitions, maximize use of tradeoff procedures that place approximately equal or greater importance on schedule and other non-price factors relative to cost or price. Nothing in this section limits or otherwise affects authority provided to the Secretary under any other statute or regulation to select procedures permitting other than full and open competition when carrying out work described in subsection (a).
