It is the sense of Congress that— the support for equal employment opportunity and merit principles criteria for tenure and promotion in the Foreign Service is critical to promoting a more diverse Foreign Service; and the Department should— develop mechanisms to ensure that the Foreign Service promotion list appropriately promotes a diverse workforce; and establish criteria within the Foreign Service Employee Evaluation Report that include evaluating the support of Foreign Service officers for equal employment opportunities.
