None of the funds appropriated by this Act and prior Acts making appropriations for the Department of State, foreign operations, and related programs may be used to implement the recommendations of any foreign assistance review prepared or conducted by the National Security Council, Office of Management and Budget, Department of State, or United States Agency for International Development, or any combination thereof, until an assessment of such review, including the methodology used to determine any such recommendations, is conducted by the United States Government Accountability Office and the findings of such assessment are submitted to the appropriate congressional committees: , That the findings shall be submitted in unclassified form, but may include a classified annex.
Provided Programmatic, funding, and organizational changes resulting from the implementation of any foreign assistance review referenced in subsection
(a)shall be subject to prior consultation with, and the regular notification procedures of, the Committees on Appropriations: , That any such notification shall be submitted in unclassified form, but may include a classified annex. Provided
