Funds appropriated by this Act shall be made available for programs to— advance the adoption of secure, next-generation communications networks and services, including 5G, and cybersecurity policies, in countries receiving assistance under this Act and prior Acts making appropriations for the Department of State, foreign operations, and related programs; counter the establishment of insecure communications networks and services, including 5G, promoted by the People’s Republic of China and other state-backed enterprises that are subject to undue or extrajudicial control by their country of origin; and provide policy and technical training to information communication technology professionals in countries receiving assistance under this Act, as appropriate.
Prior to the initial obligation of funds made available to implement programs described in subsection
(a)but not later than 60 days after enactment of this Act, the Secretary of State, in consultation with the Administrator of the United States Agency for International Development, shall submit to the appropriate congressional committees a strategy for the implementation of such programs. Funds made available to implement the programs described under this section are subject to the regular notification procedures of the Committees on Appropriations.
