Section 301(a) of the Help America Vote Act of 2002 ( 52 U.S.C. 21081(a) ), as amended by section 104, is amended by adding at the end the following new paragraph: All paper ballots used in an election for Federal office shall be printed in the United States on recycled paper manufactured in the United States. If a State or jurisdiction that certifies to the Commission that some or all of the ballot marking devices or ballot tabulation devices used in the State or jurisdiction in Federal elections cannot process or retain ballots printed on recycled paper, subparagraph
(A)shall be applied to such State or jurisdiction without regard to whether the ballot is printed on recycled paper for any election for Federal office during the period beginning on the date that is 60 days after such certification is made and ending on the first date on which the State or jurisdiction replaces such ballot marking devices or ballot tabulation devices. . The amendment made by subsection
(a)shall apply with respect to elections occurring on or after January 1, 2021.
