Sec. 713. Tours of duty of commanders or directors of military treatment facilities

Not later than January 1, 2021, the Secretary of Defense shall establish a minimum length for the tour of duty of an individual as a commander or director of a military treatment facility. Except as provided in paragraph (2), the length of the tour of duty as a commander or director of a military treatment facility of any individual assigned to such position after January 1, 2021, may not be shorter than the longer of— the length established pursuant to subsection (a); or four years.
The Secretary of the military department concerned, in coordination with the Director of the Defense Health Agency, may authorize a tour of duty of an individual as a commander or director of a military treatment facility of a shorter length than is otherwise provided for in paragraph
(1)if the Secretary determines, in the discretion of the Secretary, that there is good cause for a tour of duty in such position of shorter length. Any determination under subparagraph
(A)shall be made on a case-by-case basis.
