Sec. 1251. Limitation on use of funds to reduce the total number of members of the Armed Forces in the territory of the Republic of Korea

None of the funds authorized to be appropriated by this Act may be used to reduce the total number of members of the Armed Forces in the territory of the Republic of Korea below 28,500 until 90 days after the date on which the Secretary of Defense certifies to the congressional defense committees the following: Such a reduction is in the national security interest of the United States and will not significantly undermine the security of United States allies in the region. Such a reduction is commensurate with a reduction in the threat posed to the security of the United States and its allies in the region by the conventional military forces of the Democratic People’s Republic of Korea.
The Secretary has appropriately consulted with allies of the United States, including the Republic of Korea and Japan, regarding such a reduction.
