Section 222c of title 10, United States Code, is amended— in subsection (a), by striking subsection

(b)and inserting subsection

(c); by redesignating subsections (b), (c), and

(d)as subsections (c), (d), and (e), respectively; by inserting after subsection

(a)the following new subsection (b): The responsibility of the chief of staff of an armed force in subsection

(a)to submit a report may not be delegated outside the armed force concerned. ; and in subsection (c), as redesignated by paragraph (2), by striking subsection

(c)in paragraph

(6)and inserting subsection

(d).
