Section 501 of the Intelligence Authorization Act for Fiscal Year 2017 ( Public Law 115–31 ; 50 U.S.C. 3001 note) is amended— in subsections
(a)through (h)— by inserting , the People's Republic of China, the Islamic Republic of Iran, the Democratic People's Republic of Korea, or other nation state after Russian Federation each place it appears; and by inserting , China, Iran, North Korea, or other nation state after Russia each place it appears; and in the section heading, by inserting after , the People's Republic of China, the Islamic Republic of Iran, the Democratic People's Republic of Korea, or other nation state . Russian Federation The table of contents in section 1(b) of such Act is amended by striking the item relating to section 501 and inserting the following new item: Sec. 501. Committee to counter active measures by the Russian Federation, the People's Republic of China, the Islamic Republic of Iran, the Democratic People's Republic of Korea, and other nation states to exert covert influence over peoples and governments. . Not later than 180 days after the date of the enactment of this Act, the Director of National Intelligence, in coordination with such elements of the intelligence community as the Director considers relevant, shall submit to the congressional intelligence committees a report on the feasibility and advisability of establishing a center, to be known as the Foreign Malign Influence Response Center , that— is comprised of analysts from all appropriate elements of the intelligence community, including elements with related diplomatic and law enforcement functions; has access to all intelligence and other reporting acquired by the United States Government on foreign efforts to influence, through overt and covert malign activities, United States political processes and elections; provides comprehensive assessment, and indications and warning, of such activities; and provides for enhanced dissemination of such assessment to United States policy makers. The Report required by paragraph
(1)shall include the following: A discussion of the desirability of the establishment of such center and any barriers to such establishment. Such recommendations and other matters as the Director considers appropriate.
