Sec. 1672. Independent study on impacts of missile defense development and deployment

Not later than 30 days after the date of the enactment of this Act, the Secretary of Defense shall seek to enter into an agreement with the National Academy of Sciences to conduct a study on the impacts of the development and deployment of long-range missile defenses of the United States on the security of the United States as a whole. The study under subsection

(a)shall— consider whether security benefits obtained by the deployment of long-range missile defenses of the United States are undermined or counterbalanced by adverse reactions of potential adversaries, including both rogue states and near-peer adversaries; and consider the effectiveness of the long-range missile defense efforts of the United States to deter the development of ballistic missiles, in particular by both rogue states and near-peer adversaries. Not later than one year after the date of the enactment of this Act, the Secretary shall submit to the congressional defense committees the study under subsection (a), without change. The study shall be submitted under subsection

(c)in unclassified form, but may include a classified annex.
