Section 1689 of the National Defense Authorization Act for Fiscal Year 2017 ( Public Law 114–328 ; 130 Stat. 2631; 10 U.S.C. 2431 note) is amended— in subsection (b)— in the matter preceding paragraph (1), by striking , when possible, ; and in paragraph (3), by inserting , including the use of threat-representative countermeasures before the period; in subsection (c), by striking paragraph (8); by striking subsection (d); by redesignating subsection
(e)as subsection (d); and in subsection (d), as so redesignated, by striking the last sentence.
