In determining whether insufficient or excess revenues are being collected to ensure full cost recovery under section 302(a)(4) of the Nuclear Waste Policy Act of 1982 ( 42 U.S.C. 10222(a)(4) ), the Administrator shall— assume that sufficient funds will be appropriated to the Nuclear Waste Fund to cover the costs attributable to disposal of defense wastes; and take into account the additional costs resulting from the enactment of this Act.
