Sec. 1213. Provision of goods and services at Kwajalein Atoll, Republic of the Marshall Islands

Chapter 767 of title 10, United States Code, is amended by adding at the end the following new section: Subject to the requirements of this section, the Secretary of the Army may, with the concurrence of the Secretary of State, provide goods and services, including inter-atoll transportation, to the Government of the Republic of the Marshall Islands and to other eligible patrons, as determined by the Secretary, at Kwajalein Atoll. The Secretary may not provide goods or services under this section if doing so would be inconsistent, as determined by the Secretary of State, with the Compact of Free Association between the Government of the United States of America and the Government of the Republic of the Marshall Islands or any subsidiary agreement or implementing arrangement.
The Secretary of the Army may collect reimbursement from the Government of the Republic of the Marshall Islands and eligible patrons for the provision of goods and services under subsection (a). Any amount collected for goods or services under this subsection shall not be greater than the total amount of the actual costs to the United States of providing the goods or services. Amounts appropriated to the Department of the Army may be used for all necessary expenses associated with providing goods and services under this section.
The Secretary of the Army shall issue regulations to carry out this section. . The table of sections at the beginning of such chapter is amended by adding at the end the following new item: 7596. Goods and services at Kwajalein Atoll. .
