Not later than 30 days after the date of enactment of this Act, the Secretary shall submit to the Committee on Appropriations and the Committee on Energy and Commerce of the House of Representatives and the Committee on Appropriations and the Committee on Health, Education, Labor and Pensions of the Senate an initial report— describing the testing, positive diagnoses, hospitalization, intensive care admissions, and mortality rates associated with COVID–19, disaggregated by race, ethnicity, age, sex, gender, geographic region, and other relevant factors as determined by the Secretary; including an analysis of any variances of testing, positive diagnoses, hospitalizations, and deaths by demographic characteristics; and including proposals for evidenced-based response strategies to reduce disparities related to COVID–19.
Not later than three months after the end of the public health emergency declared pursuant to section 319 of the Public Health Service Act ( 42 U.S.C. 247d ) with respect to COVID–19, the Secretary shall— update and finalize the initial report under subsection (a); and submit such final report to the committees specified in such subsection. In preparing the report submitted under this section, the Secretary shall take into account and otherwise coordinate such report with reporting required under section 572 and under the heading Department of Health and Human Services—Office of the Secretary—Public Health and Social Service Emergency Fund in title I of division B of the Paycheck Protection Program and Health Care Enhancement Act ( Public Law 116–139 ; 134 Stat. 620, 626).
