Section 963 of the Energy Policy Act of 2005 ( 42 U.S.C. 16293 ) is amended by adding at the end the following: The Secretary shall establish a program to fund the development of dedicated commercial geologic carbon dioxide storage sites that are designed to store not fewer than 50,000,000 metric tons of carbon dioxide, including by funding activities to explore, characterize, and develop the storage sites and associated carbon dioxide transport infrastructure. In carrying out the program established under paragraph (1), the Secretary shall extend subsection (c)(4)(B) to any project concerning a new or existing commercial geological carbon dioxide storage site under this subsection, and shall give priority to projects— with the largest carbon dioxide storage capacity; or that will store carbon dioxide from multiple carbon capture facilities.
The Secretary shall require cost sharing for projects under the program established under paragraph
(1)in accordance with section 988. There are authorized to be appropriated to carry out this subsection— for each of fiscal years 2021 through 2025, $500,000,000; and for each of fiscal years 2026 through 2030, such sums as may be necessary. .
