Pursuant to section 871 of the Homeland Security Act of 2002 ( 6 U.S.C. 451 ), the Associate Secretary of Homeland Security shall establish an advisory committee to the Federal Law Enforcement Training Centers (FLETC) to advise and make recommendations on matters relating to the selection, development, content, and delivery of training by FLETC. The committee established pursuant to subsection
(a)shall be comprised of 19 members who possess diverse expertise, knowledge, and experience in law enforcement training, including at least one representative from each of the following: A national association representing major metropolitan police chiefs. Rural police departments. African-American police officers. Hispanic police officers. Tribal police officers. The committee shall provide advice and recommendations to FLETC on the following: Training policy formulation. Training needs for State, local, and Tribal law enforcement officers, including de-escalation training. Training curriculum, course content, and evaluation. Student admission, performance, testing, and evaluation. A quorum shall consist of a majority of members and the committee shall meet at least twice annually. All committee meetings shall be open to the public and announced in advance in the Federal Register. The committee shall review the report required under section 203(b) and issue, as appropriate, recommendations to FLETC regarding changes in training based on such report.
