Section 102 of the Homeland Security Act of 2002 ( 6 U.S.C. 112 ) is amended— in subsection (c), in the matter preceding paragraph (1), by striking through the Office of State and Local Coordination (established under section 801) and inserting through the Office of Partnership and Engagement ; and by adding at the end the following new subsection: There is in the Department a Headquarters. The Headquarters shall include each of the following: The Office of the Secretary, which shall include— the Deputy Secretary; the Associate Secretary; the Chief of Staff; and the Executive Secretary.
The Management Directorate, including the Office of the Chief Financial Officer, Federal Protective Service, and Office of Biometric Identity Management. The Science and Technology Directorate. The Office of Strategy, Policy, and Plans. The Office of the General Counsel. The Office of the Chief Privacy and FOIA Officer. The Office for Civil Rights and Civil Liberties. The Office of Operations Coordination. The Office of Intelligence and Analysis. The Office of Legislative Affairs.
The Office of Public Affairs. The Office of the Inspector General. The Office of the Citizenship and Immigration Services Ombudsman. The Countering Weapons of Mass Destruction Office. The Office of Partnership and Engagement. The Ombudsman for Border and Immigration Enforcement Related Concerns. . Section 103(a) of the Homeland Security Act of 2002 ( 6 U.S.C. 113(a) ) is amended— in the subsection heading, by inserting after ; Assistant Secretaries and Other Officers ; Under Secretaries in paragraph (1)— by inserting after subparagraph
(A)the following subparagraph
(B)and making conforming changes: An Associate Secretary of Homeland Security, who shall be the Secretary’s second assistant for purposes of subchapter III of chapter 33 of title 5, United States Code and shall, on behalf of the Secretary, direct, authorize, and control U. S. Customs and Border Protection, U.S. Immigration and Customs Enforcement, United States Secret Service, and Federal Protective Service, and, in consultation with the Deputy Secretary, the law enforcement activities in other Department components. ; and by amending subparagraph
(I)to read as follows: An Administrator of the Transportation Security Administration. ; by amending paragraph
(2)to read as follows: The following Assistant Secretaries shall be appointed by the President or the Secretary, as the case may be, without the advice and consent of the Senate: The Department shall have the following positions appointed by the President: The Assistant Secretary for Public Affairs. The Assistant Secretary for Legislative Affairs. The Assistant Secretary for the Countering Weapons of Mass Destruction Office. The Chief Medical Officer. The Secretary shall appoint an Assistant Secretary for Partnership and Engagement and, within the Office of Strategy, Policy and Plans, an Assistant Secretary for International Affairs in addition to five assistant secretaries with divided responsibility for the following areas: Strategy. Threat prevention, including targeted violence. Integration. Border. Immigration, including immigration statistics. Cybersecurity and infrastructure security. Screening and vetting, including biometrics. Law enforcement. Foreign investment and trade. ; and by adding at the end the following new paragraphs: No Assistant Secretary position may be established in addition to the positions provided for by this section unless such position is authorized by a statute enacted after the date of the enactment of this paragraph. The Under Secretary for Management shall serve a five-year term. .
