There is authorized to be appropriated $500,000,000 for each of fiscal years 2022 through 2026 to carry out sections 54004 and 54005. There is authorized to be appropriated $500,000,000 for fiscal year 2022 through 2026, and each fiscal year thereafter, to carry out section 54003.
