There is authorized to be appropriated $500,000,000 for each of fiscal years 2022 through 2026 to carry out sections 52104 and 52105. There is authorized to be appropriated $500,000,000 for fiscal year 2022 through 2026, and each fiscal year thereafter, to carry out section 52103.
