Of the funds made available to the Rural Development mission area in this title, and in addition to funds otherwise made available for such purpose, not more than 3 percent may be used for administrative costs to carry out loan, loan guarantee and grant activities funded in this title to prevent, prepare for, and respond to coronavirus, domestically or internationally: , That such funds shall be transferred to, and merged with, the appropriation for Provided Rural Development, Salaries and Expenses and, once transferred, shall be used only to prevent, prepare for, and respond to coronavirus, domestically or internationally: , that this transfer authority is in addition to any other transfer authority provided by law.
