The Secretary may carry out a program to award prizes competitively under section 24 of the Stevenson-Wydler Technology Innovation Act of 1980 ( 15 U.S.C. 3719 ), for the purpose described in subsection (b). The purpose described in this subsection is to stimulate innovation to advance the following coastal risk reduction and resilience measures: Natural features, including dunes, reefs, and wetlands. Nature-based features, including beach nourishment, dune restoration, wetland and other coastal habitat restoration, and living shoreline construction. Nonstructural measures, including flood proofing of structures, flood warning systems, and elevated development.
