Sec. 200014. Reports on suicide among members of the Armed Forces during the COVID–19 public health emergency

Not later than 90 days after the date of the enactment of this Act, and monthly thereafter through December 31, 2021, the Secretary of Defense shall submit to the congressional defense committees a report on suicide among members of the Armed Forces during the covered public health emergency. Each report under subsection
(a)shall include, with respect to the months covered by the report, the following: Incidents of suicide, attempted suicide, and suicidal ideation by a member of the Armed Forces, including the reserve components, listed by Armed Force. The incidents identified under paragraph
(1)that occurred during a period of active service by a member in support of— a contingency operation; or an operation in response to a covered public health emergency. With respect to the member involved in each incident identified under paragraph (2): Gender. Age. Rank. Method of suicide or attempted suicide. Elements of a research agenda for the Department of Defense to establish suicide prevention treatment and risk communication for members of the Armed Forces that is— evidence-based; effective; and designed to apply to a covered public health emergency. In this section: The terms active service , congressional defense committees , and contingency operation have the meanings given those terms in section 101 of title 10, United States Code. The term covered public health emergency means the declaration— of a public health emergency, based on an outbreak of COVID–19, by the Secretary of Health and Human Services under section 319 of the Public Health Service Act ( 42 U.S.C. 247d ); or of a domestic emergency, based on an outbreak of COVID–19, by the President or the Secretary of Homeland Security.
