Notwithstanding any other provision of law, if determined necessary and appropriate due to the COVID–19 national emergency by the Secretary, the Secretary may waive, for a period not to exceed academic year 2019–2020— upon the request of a State or Indian Tribe receiving funds under title I of the Carl D. Perkins Career and Technical Education Act of 2006 ( 20 U.S.C. 2321 et seq.), the requirements under section 421(b) of the General Education Provisions Act ( 20 U.S.C. 1225(b) ) for the State or Indian Tribe with respect to such funds; and upon the request of an eligible agency receiving funds under the Adult Education and Family Literacy Act ( 29 U.S.C. 3271 et seq.), the requirements under section 421(b) of the General Education Provisions Act ( 20 U.S.C. 1225(b) ) for that eligible agency with respect to such funds.
